Perpetrators are almost allowed to commit abuse because the general public is not fully aware of how common or detrimental child sexual abuse is.  It's not a pleasant topic, yet is it one that we cannot ignore as it's generated tons of spending regarding welfare and unfortunate children who are suffering PTSD who are now in criminal situations who have been broken by brainwashing, family court or other adverse childhood experiences as published by the US Centers for Disease Control and Prevention.
